Aims
This module will enable students to critically appraise the nature of construction procurement practices. The UK industry is going through significant development, in view of the Industrial Strategy for Construction 2025. HM Government notes four ambitious goals, driving change and subsequently impacting on the legal landscape; including the aim to lower costs by 33%, lower emissions by 50%, speedup delivery by 50% and improve international exports by reducing the trade gap, by 50%. As a result, students will explore both national and international contexts of construction procurement, including future direction and strategy.

Outline Syllabus:By completing this module, students are expected to cover the indicative content as follows:

d. Whole life use of buildings and procurement
b. Project modelling:
a. Building information modelling and procurement
b. Government best practice and construction strategy in the UK
c. Building information modelling and the legal challenges
d. Integrated project insurance and the ‘zero blame’ agenda
c. Public procurement:
a. Public procurement and the need for transparency
b. European regulation and the World Bank procedures
c. Legal challenges to procedures and penalties
d. Corruption within the construction industry and ethical improvements
d. Public procurement best practices:
a. Best practice within procurement in the wider sense
b. Future directions within procurement
c. Issues for supply community and their involvement
d. Obstacles to progress within the international context
