Aims

This module aims to equip apprentices with the knowledge and skills to conduct intelligence analysis within the legal and ethical frameworks appropriate to their role and organisational context. Upon completion apprentices will be able to both describe governance frameworks influencing their work, and to apply these to novel situations arising in the course of their analysis. Further, the module will empower apprentices to identify and mitigate risk in the management of intelligence, including those presented by physical and cyber threats. Whilst also ensuring that intelligence analysis is conducted to the highest ethical and professional standards. Finally, the module will equip apprentices with the knowledge and skills to translate professional and legal guidance into their individual working context, including being able to make decisions as to the propriety, legality and ethicality of their professional conduct.

Learning Outcomes

Apply legal and organisational governance frameworks to the management, analysis and communication of intelligence, information and data.

Evaluate the ethical implications of intelligence activity and their consequences for intelligence collection, processing and management.

Examine security risks in the management of intelligence and means by which these may be mitigated.

Apply legal, ethical and professional guidance to the practice of intelligence analysis in the learner's individual context.

Module Overview:
In the course of this module apprentices will be introduced to the primary sources of legislation and regulation governing the acquisition, management, and dissemination of intelligence. Including exploring the consequences of these frameworks for their individual role and organisational contexts. Apprentices will also consider the broad range of threats, risks, vulnerabilities associated with their use of intelligence, and opportunities to counter these in line with law, organisational policy, and professional standards. In addition to the legal aspects of intelligence activity, apprentices will be introduced to and encouraged to reflect upon the ethical dimensions and consequences of their work. Including principles of privacy, confidentiality, and prevention of harm, alongside exceptional circumstances necessitating deviation and issues of legality and proportionality in these cases. Finally, apprentices will consider how they may effectively share intelligence within legal, professional and ethical bounds, particularly when working across teams, organisations and international borders.
