Aims
This CPD module will raise the student’s awareness of the significant benefits in utilising the various aspects of financial investigation to effectively deal with all levels of criminality, including serious and organised crime.
The programme will initially evaluate the strategic approaches, current legislation and assess the relationship between financial investigation, the proceeds of crime and asset recovery. It will take the student through a systematic and structured approach in considering the offences, powers and investigation processes involved, also assessing those same issues in relation to money laundering.
The Module will evaluate the role of the Financial Investigator and Financial Investigation Teams from the local, regional, national and international perspective, together with measuring the benefits, efficiency and effectiveness of the multi-agency approach to financial investigation, the re-use of assets, how performance is measured and the judicial processes.
NOTE - This module is only available for the closed client group of officers and staff employed by law enforcement agencies who have the current level of vetting, as required by their respective employer, to be deployed in this area of investigation.
Learning Outcomes

Examine the international context that influences national policy and develop an understanding of the history of the development of the discipline in the UK

Critically assess the strategic approaches, the governing legislation, powers, procedures and the various investigation processes involved in financial investigation, proceeds of crime, asset recovery and money laundering

Critically evaluate the role of the Financial Investigator and Financial Investigation Teams in effectively dealing with all levels of criminality including serious and organised crime

Critically assess the impact of effective financial investigation, from the local to the international level and how this is enhanced by the multi-agency approach

Critically analyse how performance in financial investigation is measured, taking into account the governance and the Judicial processes around confiscation and the re-use of Assets

There are no professional body requirements at present. Developments of the
College of Policing are constantly monitored and incorporated, where appropriate.
Benchmark Statement:
There are no subject benchmarks for police studies but cognisance has been taken
of the evolving police professionalisation agenda and where applicable the
requirements of the College of Policing, together with appropriate National
Occupational Standards for policing set out by Skills for Justice, the Benchmark
Statements for Criminology and other QAA Benchmark Statements when
appropriate.
Mode and Duration of Study:
This CPD module will be offered on a part time basis and through delivery on-site (at LJMU), off-site or through a blended delivery process incorporating some distance learning where necessary.
The university’s Virtual Learning Environment, Canvas, will be utilised to support the delivery of this programme.
This programme will be available from March 2019 and whilst the intake month is flexible, it is possible to commence the programme in semester 1, semester 2 or during the summer period. The duration of study will usually be across 18 weeks, .
Criteria for Admission:
This CPD modules is ONLY open to recruitment for the closed client group of officers and staff employed by law enforcement agencies who have the current level of vetting, as required by their respective employer, to be deployed in this area of investigation. The entry requirement is a first degree at 2:2 or above, international equivalent. This CPD module is of relevance to individuals from the closed client group referred to above, working in the police service and other law enforcement agencies, who will deal with financial investigation as a key element of their work processes.
Name of Final Award:
Certificate of Professional Development - Financial Investigation (Including POCA and Asset Recovery).
Student Support:
The University aims to provide students with access to appropriate and timely
information, support and guidance to ensure that they are able to benefit fully from
their time at LJMU. All students are assigned a Personal Tutor to provide academic
support and when necessary signpost students to the appropriate University support
services.
