Aims
To critically evaluate, at an advanced level, the role and function of the prison and probation services in relation to the delivery of state punishment and rehabilitation.
To critically reflect upon the values and principles that underpin the delivery of contemporary penal policy through the creation of the National Offender Management Service (NOMS).
To critically scrutinise the extent to which contemporary penal policy and practice actually delivers a more systematic approach to the management of offenders.
Learning Outcomes

Show an advanced understanding of the history and role within the criminal justice system of the National Offender Management Service

Use relevant theoretical concepts to develop a critical awareness of how different penal theories impact upon penal policy and practice

- critically reflect on the values and principles that underpin the delivery of contemporary penal policy through the creation of the National Offender Management Service (NOMS)
- scrutinise the extent to which contemporary penal policy and practice actually delivers a more systematic approach to the management of offenders

Contemporary penal policy has sought to affect a greater integration between the prison and probation services principally through the creation of the National Offender Management Service (NOMS). This module critically evaluates at an advanced level the role and function of these two organisations in relation to the delivery of state punishment and rehabilitation. Key themes in contemporary policy and practice are identified in order to establish whether in reality they represent a more systematic approach to the management of offenders or a further extension of social control thereby further blurring the traditional functions of both organisations. Informal formative feedback is given to students in the course of the interactive teaching sessions.
