Aims

To analyse the range of key legislative instruments which regulate the ports and shipping sectors

Learning Outcomes

Identify the key international and national safeguarding regulations that influence maritime and port activities
2.
Explain how the relevant provisions of such instruments are translated into policy and practice and show understanding of the principles of risk assessment.
3.
Design corporate procedures for the implementation of safeguarding legislation

Module Content

Outline Syllabus:The roles, mechanisms and instruments of key international and national regulatory bodies – The functions of IMO, ILO, EU and MCA; their relevant instruments including conventions, protocols, codes, directives, statutes; mechanisms of introducing regulation at international and national levels; implementation obligations Maritime safety regulation – key provisions of SOLAS (including ISM and IMDG Codes), ILL, COLREG, STCW and ILC; implementation at regional and national level; port marine safety code Port shore-side safety regulation – health and safety at work legislation; typical hazards and reducing risks; container weight verification Maritime and port security – types of security risk; ISPS Code Environmental protection – Overview of environmental issues. Impact of port activities. Waste management. MARPOL (garbage, sewage and ballast water disposal; oil spill and gas emissions) Port State Control – relevant conventions, rights and obligations of contracting states; Paris MOU (ship risk profile, inspection frequency and scope). Risk Assessment – legal obligations; definitions of risk terms; risk analysis, evaluation and treatment.
